Finland became the first county in the world to declare broadband a legal right for each and every citizen last year in October of 2009. This month July of 2010 the law will be put into action, providing a 1 Mbps connection free of charge. Instead of subsidizing the cost, the Finnish government is forcing broadband companies to provide the service and has even promised access to 100 Mbps connections for every citizen by the end of 2015.

Mayor R.T. Rybak, Council Member Elizabeth Glidden and Council Member Schiff will announce the start of free wireless Internet access at more than 100 locations throughout Minneapolis. Folks will also be on hand to demonstrate how to access the Internet from one of these hotspots.
